Pre-mix fuel diversion: scrap off policy to save fishermen- Wereko Brobbey

Former Chief Executive of the Volta River Authority, VRA, Dr Charles Wereko Brobbey, has called for the total overhaul of the pre-mix fuel policy due to what he described as bad implementation of the policy over the past 30years.

Dr Charles Wereko Brobbey said the intention of the policy was good as it sought to promote fish farming but the implementation process from the beginning  was wrong.

Reports indicate that there have been at least 200 cases of premix fuel diversions in the country since January 2017, exposing serious inefficiencies in the regulation of the petroleum sector.

The National Petroleum Authority (NPA), only appears to be issuing series of letters to the National Pre-mix committee, urging them to look into the matter, and ensure sanity in the distribution of the product, instead of cracking the whip on the offenders.

Reacting to the diversion of the pre-mix fuel and its related issues in a radio interview, Dr Charles Wereko Brobbey said if there is an alternative use for a product like the pre-mix fuel, issues like this are bound to happen because people will always go for the usage with high-profit margin.

He explained that these issues of setting up committees to work on the distribution will not help them because these are the same people who turn to sell the fuel to drivers with old car engines to the detriment of the fishermen.

According to Dr Charles Wereko Brobbey, the solution to this problem is for government to scrap off the whole policy and either provide fishermen with engines that operate without additives or issue coupons to the fishermen so that they buy their own regular fuel and add the additives to prevent alternative usage.

“This means with the coupon government will work directly with the fishing groups and these unscrupulous men.”

He further called for the prosecution of individuals’ involved in the diversion of the pre-mix fuel for their personal gains.
