The Minister of Communications, Digital Technology and Innovation, Sam George, has directed the immediate suspension of a joint enforcement operation targeting unlicensed delivery riders in Accra.
The exercise, carried out by the Postal and Courier Services Regulatory Commission (PCSRC) in collaboration with the Ghana Police Service, sparked public backlash on Thursday, August 21, after motorcycles were seized and clashes broke out near the National Theatre. Videos of the incident quickly went viral on social media.
In a post on X (formerly Twitter), the Minister acknowledged that while the operation was legally mandated to regulate the use of motorbikes for delivery services, its rollout was flawed.
“I have directed this afternoon an immediate halt to the ongoing enforcement action by the Postal and Courier Services Regulatory Commission,” he wrote.
Mr. George explained that although enforcement is necessary to restore order, the approach should have been preceded by wider consultation and public education.
“I believe the Commission needs to do more stakeholder engagements and public sensitisation before the enforcement activities commence. We must enforce the law with a humane face to it,” he stated.

The Minister added that he would meet with key stakeholders in the coming days to outline a roadmap for the proper implementation of the regulations.
His directive provides temporary relief to hundreds of delivery riders who were caught off guard during the exercise and feared losing their livelihoods.
