Tema Oil Refinery to resume full operations in October

Ghana’s state-owned Tema Oil Refinery (TOR) is expected to resume full operations by October 2025, according to the refinery’s Acting Managing Director, Edmund Kombat.

Speaking before Parliament’s Energy Committee, Kombat said the move will significantly reduce the country’s dependence on imported refined petroleum products and could save Ghana up to $400 million monthly.

The refinery, which has been dormant since 2021 due to a lack of crude oil supply, is being revived through a series of strategic interventions, Kombat told lawmakers.

He said TOR is targeting the capacity to refine up to 60% of the country’s crude oil needs when it returns to full operation.

However, Mr Kombat admitted that the refinery has not had its financial accounts audited since 2019.

He assured the committee that the audit process is now underway and that the reports will be submitted to Parliament by the end of July.

TOR has long been seen as a key asset in Ghana’s energy sector, but its operations have been hampered by financial challenges, equipment breakdowns, and governance concerns in recent years.
