Ministry of Communication inaugurates 10-member Entity Tender Committee

‎The Ministry of Communication, Digital Technology and Innovation has inaugurated a 10-member Entity Tender Committee to oversee procurement activities and ensure compliance with the Public Procurement Act, 2003 (Act 663), as amended.

The ceremony was held at the Ministry’s conference room.

‎The committee, chaired by the Sector Minister, Hon. Samuel Nartey George (MP), is expected to uphold principles of transparency, fairness, and accountability in all procurement processes and to protect the public purse through effective oversight.

‎The swearing-in ceremony was administered by Mrs. Marina Appiah Opare, Chief State Attorney from the Office of the Attorney-General and Ministry of Justice. She also led the committee members to take both the Official and Secrecy Oaths.

The newly constituted committee comprises the following members:
‎1. Hon. Samuel Nartey George (MP) – Chairperson
‎2. Mr. Alexander Yaw Arphul, Chief Director – Member
‎3. Mr. Joseph Tetteh, Director of Human Resource – Member
‎4. Mr. Alfred Nortey, Director-General of Administration – Member
‎5. Mrs. Sylvia Amoro, Director of Finance – Member
‎6. Mr. Austin Hesse, Director for Policy, Planning, Budget, Monitoring & Evaluation – Member
‎7. Mrs. Agatha Oppong, Chartered Institute of Purchasing & Supply – Member
‎8. Mrs. Stella Ohene-Appiah, Office of the Attorney-General and Ministry of Justice – Member
‎9. Mr. Augustine Addo, Institute of Chartered Accountants – Member
‎10. Mrs. Nora Akonnor, Head of Procurement – Secretary
Mandate
‎Under the provisions of the Public Procurement Act, the Entity Tender Committee is mandated to:
‎•Review and approve annual procurement plans and their quarterly updates to align with the Ministry’s objectives and operational needs.
‎•Confirm the range of acceptable costs for procurement items, ensuring consistency with the Ministry’s approved budget.
‎•Facilitate contract administration and monitor compliance with all procurement reporting requirements.
‎•Assist the Head of the Entity to ensure the proper disposal of stores, vehicles, and equipment in accordance with the law.
The establishment of the Committee reflects the Ministry’s ongoing commitment to strengthen institutional governance, uphold best practices in procurement, and reinforce public confidence in the management of public resources.
