NIA workers begin strike over conditions of service

Workers of the National Identification Authority (NIA) have begun an indefinite strike today, May 13, 2026, over delays in the implementation of a migration report affecting salaries, promotions and staff placements.

The Public Services Workers’ Union (PSWU) said the industrial action follows unresolved concerns regarding the implementation of the NIA’s approved Scheme of Service.

According to the union, the Scheme of Service for NIA staff was approved in July 2024, with the migration exercise commencing in December that year. However, the process remains incomplete 22 months later, leaving many employees on incorrect salary scales and without expected promotions.

In an earlier notice addressed to the National Labour Commission (NLC) and NIA management, PSWU General Secretary Bernard Adjei described the delay as unfair and frustrating for workers.

“We have consistently engaged management and all relevant stakeholders to resolve this matter, but the necessary approvals for implementation have not been granted,” the union stated.

The PSWU warned that the continued delay threatens industrial harmony within the Authority, stressing that the migration exercise is necessary to properly align salaries, positions and career progression with workers’ qualifications, experience and responsibilities.

The union said the strike decision followed extensive internal consultations and insisted that the action would continue until the migration report is fully implemented.

Copies of the strike notice were sent to the Ministry of Finance, the National Security Coordinator, the Fair Wages and Salaries Commission, and the PSWU-NIA divisional leadership.

The strike is expected to disrupt operations at the NIA, which is responsible for issuing the Ghana Card and managing Ghana’s national identity database.
