Finance Minister Dr. Cassiel Ato Forson has announced a comprehensive retooling and modernization programme for the Ghana Armed Forces (GAF) in the 2026 Budget Statement, aimed at strengthening national defence and operational readiness.
Presenting the budget to Parliament on Wednesday, November 13, Dr. Forson paid tribute to the late Dr. Edward Kofi Omane Boamah, describing him as a “fallen hero” and the architect of the GAF modernization strategy.
The initiative will see significant investments across all three services—Army, Navy, and Air Force—to upgrade logistics, equipment, and infrastructure.
For the Ghana Army, Dr. Forson noted that although US$40 million has been paid to ELBIT Systems Land Ltd for 19 Armoured Personnel Carriers (APCs), none have been delivered. The government plans to renegotiate the agreement to safeguard state resources and will present the updated deal to Parliament.
The Ghana Navy will acquire two 72-meter Offshore Patrol Vessels (OPVs) equipped with helipads and combat systems to enhance maritime security, protect offshore assets, prevent piracy, and safeguard the Exclusive Economic Zone (EEZ).
The Ghana Air Force will also be retooled, with plans to begin procurement of four modern helicopters, one long-range aircraft, and one medium-range aircraft in 2026, with deliveries expected within four years, subject to procurement completion.
“These investments will enhance the operational readiness of the GAF, ensuring that Ghana is well-positioned to respond to evolving security challenges,” Dr. Forson stated.
