Why has the National Identification System stalled for 10 years? - PPP

The Progressive People's Party’s (PPP) policy advisor Kofi Asamoah Siaw opines that should violence break out over the electoral register, the blame needs to be put squarely at the feet of president Mahama adding the credibility of the register lies rather with the National Identification System.

He alleged President Mahama had under resourced the National Identification Authority (NIA) preventing the unit from carrying out its full mandate of ensuring Ghanaians benefit from a credible data identification system stressing it was regrettable that after a decade the National Identification System has not seen a full roll out.

Kofi Asamoah Siaw speaking on Rainbow Radio further mentioned reluctance of the Mahama led government to see a fully functioning NIA as cause of the stalling of the exercise for years leading to the whole National Health Insurance card and voter’s register brouhaha.

The National Identification Authority came to being in 2003 with the mandate to issue national ID cards and manage the National Identification System (NIS) resulting in the passing of the National Identification Authority Act, 2006 (Act 707) to give it the necessary legal premise on which to operate.

The National Identity Register Act, 2008 (Act 750) was also passed to give authorisation for collection of personal and biometric data and to ensure the protection of privacy and personal information of the enrolled.
