The Minister for Finance, Dr Cassiel Ato Forson, has been inaugurated as Chair of a newly constituted 13-member Public-Private Partnership (PPP) Working Committee tasked with strengthening collaboration between government and the private sector to fund critical national infrastructure and development projects.
The committee was inaugurated in Accra by the Deputy Minister for Finance, Thomas Ampem Nyarko, who highlighted the pressing need for alternative financing mechanisms in the face of limited fiscal space.
He stressed that deepening private sector engagement through well-structured PPPs has become an essential pillar of Ghana’s development strategy.
In his remarks, Dr Forson called for a shift in how PPPs are conceived and executed in Ghana. He criticized past practices where projects labelled as public-private partnerships were largely government-driven, with little to no risk assumed by private actors.
The newly formed committee is expected to provide technical oversight, streamline Ghana’s PPP framework, and ensure future projects are not only bankable and transparent but also deliver real value for money.

The Finance Ministry expressed optimism that the committee’s work would help Ghana attract long-term private capital to finance large-scale projects in transportation, energy, water, sanitation, and other key sectors.
