Parliament approves GH₵357 billion budget for 2026

Parliament has approved the government’s plan to spend GH₵357 billion in the 2026 fiscal year following the passage of the Appropriation Number Two Bill, 2025.

This approval authorises the government to withdraw funds from the Consolidated Fund and other public accounts to implement its expenditure programme beginning January 1, 2026.

A major share of the approved budget amounting to GH₵90.7 billion has been allocated to employee compensation.

Out of this amount, GH₵81 billion is set aside specifically for public sector salaries and wages.

In addition, GH₵29.8 billion has been earmarked for the payment of outstanding government arrears.

The passage of the bill ensures the uninterrupted operation of government activities and the delivery of public services as outlined in the 2026 Budget Statement.

Meanwhile, the government has also laid before Parliament the Minerals and Mining Royalty Regulations, 2025, a new Legislative Instrument aimed at reforming the country’s mineral royalty system.

The proposed regulations introduce a variable, sliding-scale royalty framework for gold, lithium, and other mineral resources.

Under this system, royalty rates will automatically adjust in response to changes in global commodity prices.

According to the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, the approach is designed to maximise state revenue during periods of high commodity prices while providing some relief to investors when prices decline.
