The High Court of Justice Criminal Division 2, presided over by Her Ladyship Justice Marie-Louise Simmons, has officially lifted the bench warrant that was issued against the Director of Passports on May 16, 2025.
In a hearing held on Monday, May 19, 2025, the Director was not present, but Deputy Director Mawuli Klu represented him.
At the court, legal representation was provided by Hackman Khalilah and Evelyn Rita Kpobi, both from the Legal and Treaties Bureau of the Ministry of Foreign Affairs.
Counsel addressed the court on behalf of the Chief Director of the Ministry of Foreign Affairs, clarifying that the Director’s absence was not an act of contempt but rather due to unavoidable internal circumstances.
The legal representatives assured the court of their commitment to cooperate fully in verifying information pertinent to ongoing trials and expressed their dedication to collaborating with the judiciary.
After considering the counsel’s arguments, Justice Simmons agreed to withdraw the warrant, noting the Ministry’s commitment to complying with court requests and supplying the needed information for ongoing judicial processes.
Nonetheless, the court mandated that clarification regarding the contents of a letter dated April 4, 2025, must be submitted through a to the court registry.
The director was accused of alleged involvement in the issuance of multiple Ghanaian passports to one Mr Dominic Williams.
Meanwhile, according to the Ministry, records indicate that Mr Dominic Williams acquired his first Ghanaian passport over twelve years ago, with the most recent one issued on January 16, 2024—a full eight months before the current Director assumed leadership at the Passport Office.
