The Government has officially endorsed the mediation report on the long-standing Bawku conflict presented by the Asantehene, Otumfuo Osei Tutu II.
In a statement issued on Wednesday, December 17, 2025, and signed by the Spokesperson to the President, Felix Kwakye Ofosu, the Presidency said the report was carefully reviewed and is aimed at restoring lasting peace, reconciliation, and stability in Bawku and surrounding areas.
The government stressed that the report does not seek to apportion blame or declare winners and losers.
Government reaffirmed the position of the law, as upheld by the Supreme Court, that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba. It stated that no individual or group is permitted to challenge his authority or legitimacy under any circumstances.
As part of the recommendations accepted, government agreed that Alhaji Seidu Abagre, who was installed as a rival claimant to the Bawku skin, should be recalled to Nalerigu by the Overlord of Mamprugu, the Nayiri, to assume an alternative traditional role with the support of the state.

Government also announced that it will immediately facilitate the safe movement of Alhaji Seidu Abagre to Nalerigu, where he will remain available to receive directives from the Nayiri.
To address the socio-economic impact of the conflict, President John Dramani Mahama has directed the establishment of a one billion Ghana cedi (GH¢1 billion) Bawku Revitalisation Fund. The fund will be disbursed over three years, from 2026 to 2028, to support reconstruction and development projects, including roads, healthcare, education, irrigation, security installations, and commercial facilities.
The fund will be managed by a high-level committee chaired by the Minister for Finance, Hon. Cassiel Ato Baah Forson. Other members include the Upper East Regional Minister, Hon. Donaltus Akamugri, and the Majority Leader in Parliament, Hon. Mahama Ayariga, who will represent Members of Parliament from the Bawku area.
Government called on traditional authorities, political leaders, youth groups, civil society organisations, religious bodies, and the general public to support the peace-building and reconciliation process. It urged all parties involved in the conflict to accept and faithfully abide by the conclusions of the mediation report in the interest of national peace and stability.
The statement also expressed government’s appreciation to Otumfuo Osei Tutu II, the Nayiri, the Bawku Naba, and all stakeholders who contributed to the mediation process.
