The Ghana Registered Nurses and Midwives Association (GRNMA) has announced a suspension of all planned industrial action following government’s agreement to include several outstanding allowances in the upcoming mid-year budget presentation.
Speaking at a news conference in Accra on Tuesday, July 16, 2025, President of the Association, Perpetual Ofori-Ampofo, confirmed that book and research, uniform, and fuel allowances will be factored into the 2025 mid-year budget, marking a key breakthrough in negotiations between the union and the government.
However, she disclosed that the 8% non-basic allowance has been suspended due to what the government described as “serious distortions” in its calculation.
“After extensive deliberation, it was agreed that the 8% non-basic allowance, which was intended to appreciate the market premium of nurses and midwives, could not be implemented in its current form. The employer was emphatic that there were serious distortions which have affected the market premium of nurses and midwives, and that they will take urgent steps to rectify it,” Mrs. Ofori-Ampofo stated.
On fuel allowance, she clarified that it will be paid only to those eligible, and at the government-approved rate—not the 10.99% or ex-pump rate as earlier stipulated in the collective agreement.
She added, “All other items as contained in appendix B of our collective agreement have to be costed and included in the 2026 national budget.”
Mrs. Ofori-Ampofo also highlighted that the employer has agreed to issue formal communication to all agencies to continue professional development (CPD) programmes and ensure PIN renewal for all practitioners.
“The employer is to ensure that nurses and midwives with accumulated CPDs are duly licensed by December 2025 to start practicing legally by 1st January 2026,” she emphasized.
In a significant show of goodwill, the GRNMA announced that the second phase of its planned strike action has been called off, pending the full implementation of the collective agreement.
“The National Council of the Association at this point in time has taken the decision to halt all intended industrial action,” she said. “Leadership has a responsibility to follow up on the agreement between the parties and we take this opportunity to assure our dear nurses and midwives that we will do nothing less.”
