The Ghana Revenue Authority (GRA) has postponed the implementation of the recently approved GH¢1 energy sector levy on petroleum products.
The levy, which was originally scheduled to take effect today, June 9, 2025, will now be enforced from Monday, June 16, 2025.
The move comes after talks between the government and the Chamber of Oil Marketing Companies (COMAC), which had earlier raised concerns about the lack of prior engagement on the matter.

In a statement, COMAC confirmed that an agreement had been reached after “constructive engagements” involving the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority (NPA), and the Ghana Revenue Authority (GRA).
“The Chamber of Oil Marketing Companies (COMAC) wishes to formally acknowledge and commend the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority and the Ghana Revenue Authority for the constructive engagements held regarding the implementation date of the new Energy Sector Levies Act 2025 (Act 1141),” said COMAC Coordinator, Dr. Riverson Oppong.
He said the chamber was satisfied with the revised timeline for the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL), which will now be implemented on June 16.

“The decision reflects the value of dialogue, partnership, and engagement among stakeholders,” the statement added.
The government introduced the levy to address financial shortfalls and debt within the energy sector. However, the initial rollout plan sparked criticism from COMAC, which claimed there had been insufficient stakeholder consultation.
With the revised date now confirmed, industry players are expected to begin implementing the GH¢1.0 levy on every litre of petrol sold across the country from next Monday.
