Kwabena Adu-Boahene, a former National Signals Bureau (NSB) Director-General, has alleged that GH¢8.3 million was spent on communications equipment for an unnamed opposition party ahead of the December 7, 2025, polls.

This was captured in a memo addressed to the Economic and Organised Crime Office (EOCO).

According to the memo, the expenditure was justified as ensuring “Stability of Nation/National Cohesion/Political Impartiality.”

The document describes such transactions from 2020 to 2024 as “Special Operations.”

In the memo, GH¢960,000 was allegedly paid to the Defence and Interior Committee in 2020/2021 as “allowances” for enacting the National Signals Bureau Act.

Additionally, GH¢309,000 was paid to the Subsidiary Legislation Committee in 2024.

Election-related expenditures totaled over GH¢14 million, including GH¢7.2 million for the December 2020 polls and GH¢6.7 million for the December 2024 elections.

The documents also reveal that GH¢5.1 million was spent on luxury vehicles for a “Special Aide to the President-Elect” in December 2024.

Adu-Boahene, who is currently detained by EOCO, maintains that these were legitimate national security expenditures.

Kwabena Adu-Boahene has been charged with corruption offenses to the tune of GH¢49 million, along with his wife and two others.

The embattled former NSB boss has questioned the Attorney-General’s prosecution, stating that the Auditor-General would have flagged any illegitimate expenditure.
